Answer: An owner of a house in which he does not live, but rents to a tenant. To be eligible for coverage under a Homeowners policy, a person must either be a renter, or an owner who occupies the insured dwelling. The owner of a dwelling that is wholly rented out to someone else would not be eligible for a Homeowers policy, but instead would need to purchase a Dwelling policy.
